How do I open a PDF without internet?

Opening a PDF offline is rarely the hard part; having the file on the device is. A cloud folder can list a file whose contents are not actually on your phone yet. So the job is done before you lose signal: make sure the copy is local while you still have a connection. Below are the switches that do that, from Apple's and Google's own pages.

iPhone: files in iCloud Drive

Apple's Files guide has a setting made for this: "You can keep files downloaded that you always want to be able to access on your iPhone." In Files, "Touch and hold the file you want to keep downloaded, then tap Keep Downloaded in the menu that opens." Apple adds a useful tell: "If Keep Downloaded doesn’t appear in the menu, the file is already on your iPhone" (Transfer files from iPhone to a storage device, a server, or the cloud, read 25 September 2026). Any changes you make while offline, Apple says, "will sync with iCloud when you are back online."

iPhone: PDFs you download from Safari

New downloads can skip the cloud entirely. In Settings, Apps, Safari, Downloads, the option "On My iPhone" saves "to the Downloads folder on your iPhone", while "iCloud Drive" saves to the Downloads folder in iCloud Drive (Customize your Safari settings on iPhone, read 25 September 2026). Google Drive on a phone

On Android, Google's steps are: open Drive, tap More next to the file, and tap Make available offline. To find those files later: "Tap Menu" and then Offline (Use Google Drive files offline, Android version, read 25 September 2026).

On iPhone the Drive app words it differently, and the difference matters: "To save a preview of the file offline, turn on Available offline" (Use Google Drive files offline, iPhone version, read 25 September 2026). Google's page calls it a preview and does not say more about what that includes for a PDF, so open the file once in airplane mode before you rely on it.

Google Drive on a computer

With Drive for desktop, Google distinguishes two modes. If you mirror, "that content is always available offline"; if you stream, "you can make specific items available offline" — right-click the file, then Offline Access, Available offline on Windows, or Available offline on a Mac. "When you save a file offline, a green check displays next to it" (Use Google Drive files offline, computer version, read 25 September 2026). Google also warns that "If you disconnect your Google Drive account, offline streamed files are removed. Mirrored files remain."

The one-minute test

Before a flight, a hospital appointment or a site visit, switch the phone to airplane mode and open the three PDFs you will actually need. If one fails, you have found out at home instead of at the gate. That is our habit, not anyone's official advice.
